A VICTORY FOR ENTHUSIASTIC LEADERSHIP IN '91

BREAK-9 had a completely new look for Vol 12, Letter 1. It was published by President Riley and his family with the assistance of Dallas County REACT and friends. It announced that the March 2, 1991 meeting would be at the Holiday Inn in Brownwood, included articles from ALL the new Council officers and a definition of REACT from Field Director Richard Pratz. It included news from a few Teams especially those represented at the January 12th Board Meeting and a reprint of a letter from Chuck Thompson to all Teams telling them about the new codeless class of Amateur Operator License established by the FCC. Forms included were the Team information list and Emergency Equipment/Training list, a Texas Sales Tax Exemption Certificate and a reproducible page of tickets to be sold for $1 each on the new TEKK 2 channel, 2 watt hand held GMRS H/T Radio with wall charger to be given away in Brownwood at the March 2 meeting.

Volume 12, Letter 2 of BREAK-9 in June, 1991 advertised that the next meeting of the State Council would be held on June 22 at the Elk's Lodge in Longview with room reservations made at the Royal Inn. Dallas County REACT would conduct the second State Council ARRL Field Day. Team activity reports for the BREAK-9 were requested, as well as money and tickets for the new TEKK 2 channel, 2 watt hand held GMRS H/T with wall charger that would be given away in June since not enough tickets had been sold to pay expenses by the March meeting.

The death of Blackie Stewart of Fort Worth REACT on April 24th was announced.

The minutes of the March 2, 1991 meeting of the State Council in Brownwood made up half of the information in this great looking newsletter put together by Lee Besing of San Antonio REACT. The back page carried a simple, helpful map to the Royal Inn in Longview. The minutes noted that F. E. Healer led the Invocation and Sharon Grimm, VP of Brownwood REACT welcomed attendees. She introduced Police Chief Joe Robbins and community leader Groner Pitts. They both expressed pride in their REACT Team. Sergeant-at-Arms Tom Isaac reported that the delegates from Area 2 were F. E. Healer and Stacy Elms. Area 4 was represented by Ed Williford and Phillip Eakin. Sam Isaac and Keren Pratz were the Area 5 delegates. Pat Sorenson and Kathy Turner represented Area 7. The Area 8 delegates were Dorothy McLemore and J. T. Trammell. Past President Frank Stamps was absent.

An audio tape of "Five Who Cared" from a local radio station was played. One of the five on the tape was Bobby Jones. A new address for the Brownwood Team was announced: 110 W. Anderson, Brownwood TX 76801. The new REACT International flag was displayed. It was noted that the new Canyon Lake REACT Team would have 20 members.

Three "search and rescue" puppies were given away as doorprizes to Stuart DeLuca, Phillip Eakin and Dorothy McLemore.

Charles Thompson showed a plaque that Dallas County REACT had made for Potter County REACT in appreciation of outstanding support for ARRL Field Day. He also distributed 50 copies of the State Council By-Laws, courtesy of Dallas County REACT.

Supply Chm Debbie Trammel had 48 new REACT caps for sale and said that pins were a hot sale item at $5.

Members of the Awards Committee for this term will be: Ed Williford, Chm; Weldon Pittman of Area 8, Yvonne Parsons of Area 6 and Phillip Eakin of Area 4.

Bobby Jones had been named the Disaster Coordinator assisted by: Bill Parsons and Frank Stamps of Area 6, John Christ of Area 7, Rick Skelton of Area 5, Allan Tyler and Dick Woods of Area 4, Dorothy McLemore and J. T. Trammell of Area 8, and Stacy Elms of Area 2.

Stuart DeLuca, Grants Committee Chm, announced that there was $1,050 of the HEB grant money available to Teams that qualify.

The Council paid Jerry Jennison's $60 registration for the 19-21 March conference of Texas State Volunteer Organizations Active in Disasters (VOAID).

Stuart DeLuca showed a video and reported that fourteen REACTors worked the State Special Olympic Games in 1990 and at least 28 would be needed each day - 22-24 May, 1991.

Fifteen Teams were represented by 53 members. Area 7 won the travel trophy with 18 members and 3078 miles. Longview REACT had traveled 350 miles. Total miles traveled to the meeting was 7084.

Keren Pratz noted that the November Emma Knox Trophy would go to Becky Bryant of Brownwood and Sharon Grimm would see that she got it. Kay Mackey was presented the March Emma Knox Trophy by Bobby Jones.

Lake Palestine REACT, San Angelo REACT and Brownwood REACT all bid on the March 1992 meeting of the Council. A coin toss broke the tie between San Angelo and Athens and the meeting would be held in Athens.

Janell Williford bought Kathy Turner's REACT Cake at the Chinese Auction. Weldon Pittman served as auctioneer and $67 was added to the State Council Treasury. Stuart DeLuca of Travis County REACT won $60.25 from the 50/50 pot and Brownwood REACT donated the other half to the State Council.

Because of computer and publications problems encountered by Brownwood REACT who had volunteered to publish at least one issue of BREAK-9 under the leadership of Publicity Director Al Moore, the next issue was again published in Belton. An invitational scroll with a bottle of ink and a quill pen invited everyone to the 15th Anniversary meeting of Texas State REACT Council on November 9, 1991 in Austin. Volume 12, letter 3 of BREAK-9, only 14 pages long, served to ease Richard Pratz back into editorship after he completed his term on the REACT International Board of Directors. He requested Team and Council news as well as articles from all the Council officers and committee chairmen. He hoped to regain the readership and circulation that BREAK-9 had before a series of temporary editors attempted the effort.

President J. L. Riley thanked LaVada Thomas and Potter County REACT for assisting with a Council fund raising effort. He also thanked Longview REACT for hosting the successful June Amateur Radio Field Day and the Council meeting. Guidelines for Team of the Month awards were listed.

Nearly three pages were devoted to a report from the REACT International Convention in Melbourne, Florida. J. L. and Frances Riley seemed to enjoy the first convention they had attended as officers of the Council. Texas was one of nineteen Councils represented. There was a push there to enlist more women as REACT members. The Tuesday trip was an interesting tour of the Kennedy Space Center.

The 501 (c) (3) update seminar presented by Edward H. Murray was extremely informative. Texas received five of the twelve newsletter awards at the closing banquet: Lake Palestine REACT, BREAK-9, Bell County REACT, Brazos County REACT and San Antonio REACT. Dorothy McLemore was recognized as a quarterly winner and she picked up an award for Lake Palestine REACT's winning the second quarter TEAM of the Quarter Award. Jacki MacDonald of Wisconsin became the Field Director for Texas.

A black box in the Area Council News section noted that Scotty Elms of San Angelo REACT had passed away.

Vol 12, issue 4 again urged all Teams to participate in the 15th Anniversary meeting of the Council at the Holiday Inn Northwest in Austin. It included a registration form for the meeting as well as hotel reservations because numbers were needed for Saturday's Continental breakfast as well as Saturday's banquet.

It was announced that Bobby Evans of McLennan County REACT was the winner of the Second Quarter K-40 Individual award.

Area 4 and several Teams sent good reports for this newsletter. You might want to go back and reread them: San Angelo REACT Association, Brazoria County REACT, Houston Metro Emergency REACT, Bell County REACT, McLennan County REACT, San Antonio REACT, Tarrant County Emergency REACT, Lake Palestine REACT and Longview Area REACT.

The names of the REACT International committees and the name of the Field Director in charge of each was listed. A letter from Russ Willis was published. A list of the Texas affiliate members to whom this issue of the newsletter was mailed was included. They were especially invited to the State Council meeting and to meet with a nearby REACT Team.

There was an article written by Stuart DeLuca about monitoring CB Channel 9 that was republished from the Area V Monitor. He advised us to keep the promises we'd made to "do whatever we can to restore public confidence in CB."

The Calendar for October to early February was included to encourage visitors to Team meetings. Tom Isaac was added to the Life Member page as LM 472. Marshall Spear's LM # was incorrectly listed as #512; it really is #412.

A page of available supplies was designed by Debbie Trammell as an order form so Teams or individual REACT members could easily purchase patches, certificates, caps etc. between State Council meetings.
