REACT WAS "HEAVEN" IN '77

Region 7 officers elected in November 1976 were: President Grady Stevens of Denton, VP Cara Hunt of Euless, Secretary Wayne McKnight of Dallas, Treasurer Pat Matheson of Mabank, Sgt. at Arms and Parliamentarian Bob Wieters of Bonham, and Chm of the Board Ray Slaughter of Dallas.

The Correspondence summary covering November '76 to May '77 notes some of the following: Officers elected by Region 1 in Van Horn on March 27, 1977 were: Chm of the Board Glenn A. Taylor, Sr., El Paso; President Lloyd Bell, Midland; VP Reba R. Moseley, El Paso; Secretary Yvonne Speer, Odessa; Treasurer George Caldwell, Midland and Sgt at Arms John Cook, Midland.

Ruben Steadman of Big Spring, Howard County REACT #C696, set up a meeting of Region 2 teams on March 5th, but no one from any team showed up. William Ziske of Snyder informed the Council that Scurry County REACT #3008 was no longer active, but he continued to monitor from his motel, 24-hours each day. Applications were received from proposed A-Town REACT of Abilene and proposed Cross Plains REACT, Baird. Both were recommended for approval.

South Texas REACT had changed their name to Tri-County REACT #2895, but there was no longer a Team active in the Harlingen area.

New teams chartered in Region 3 included:


Region 4 had a new team, Double R REACT #3660 in Richmond.
Applications were pending from Baytown REACT in Baytown and Lone Star REACT in Webster.

A new Region 5 team was Guadalupe County REACT #3622, Universal City. They were hoping to get an application for charter from the Cove Emergency Assistance Team of Copperas Cove, but a letter sent to Bell-Coryell County REACT #2245 announcing the state meeting was returned with no forwarding address.

Region 6 met on March 12, 1977 in Childress with only two teams present (XIT of Childress and Hutchinson County REACT of Borger whose application had been approved on February 5, but they had still not received their charter) Two Band Aid Teams were present from Amarillo and Canyon and they expressed interest in becoming REACT teams. These later became Potter County REACT #3810 of Amarillo and Randall County REACT #3860 of Canyon. When the Borger team got its charter, they were team #3780. They decided to postpone the organization of the Regional Council until the May 7, 1977 meeting.

Much of the correspondence from Region 7 during these months had to do with planning the International Convention to be held in Dallas in August. Collin County REACT was issued team #3390. Young County REACT's application was lost at International and the applicants demanded and got their money back. A new team in the region was Granbury REACT #3656.

Region 8 got an application from White Oak. New teams in that region were:


Meeting notices for the June 4, 1977 State Council in Kerrville at the Dietert Claim Building, 617 Jefferson, suggested a central meeting area at Louis Hayes Park on Hwy 16, site of the Bar-B-Que supper prepared by Kerr County REACT #2811. Five motels with restaurants were listed as well as four that had kitchenettes. Five trailer parks with hook-ups were also suggested.

Minutes of that meeting show the delegates as: REGION 1 - Lloyd Bell and Reba Mosley, REGION 3 - Denis Gaines and Ed McIntosh, REGION 4 - Alan Hewitt, REGION 5 - Jim Rodgers and Don Huntley, REGION 6 - Ivan Knox and Dan Barber, REGION 7 - Sharon Svoboda and Jack Ottaway, REGION 8 - Art Finley. Region 2 had not been formally organized but was represented Jim Brockway and David Gill.

Vannette Griffin, Executive Officer of Travis County REACT asked for support of HB 1612, "Interference with Emergency Communications." The State Council voted to support the bill and Teams and individuals were asked to write to their representatives supporting the bill and ask for notification of when it would go to committee so they could go to Austin to testify in person on behalf of the bill.

A required membership fee for State Council membership resulted in only 34 teams being counted as members. At that time 95 Texas teams did not belong to the State Council. Pat Gaines presented a $170.35 bill for printing and mailing and Wayne McKnight's bill was for $52.76. Both were approved, leaving a balance in the account of $116.89.

The Board of the State Council would begin to use unit numbers when they broke a Channel on State Council business. The unit numbers would be as they were listed on the letterhead: Chairman of the Board, Unit 1;, President, Unit 2, etc. down to Corresponding Secretary, Unit 6. It was suggested that the officers of the Regional Councils do the same.

The Council approved the deletion of newsletter and public relations duties from the Corresponding Secretary and planned to appoint a Public Relations officer to send out a quarterly calendar of events of all Regional Councils, prepare releases to news media for the council, and keep a file of these and have it available at each meeting of the council.

After a break for the Bar-B-Que dinner, the Council reconvened to consider suggested complaint procedures and charter application review procedures drafted by Region 7 with the investigative work to be done in the Regional Councils and final decisions resting in the State REACT Council who then would notify REACT International. These were unanimously approved by the Council. The Council also approved a general guideline of one team per county with exceptions in cases of large counties, those with extreme geographic barriers, etc.

Sharon Svoboda asked the Council to send a letter of endorsement of the NEAR Program to the Governor's office. The Council approved the request and the corresponding secretary wrote the letter on June 7, 1977.

The Second Annual REACT Convention was held in Dallas and produced 27 significant resolutions. Eight excellent workshops were offered: Disaster Preparedness - Dr. Alan Fitzpatrick, President of Texas State REACT Council; Team Management - Lance Luedtke; Monitoring - James Bear; Publicity and Community Relations - Jay Appell; Fund Raising - Rev. William Shafer; NEAR Program - Lewis Moody; Junior REACT - Les Peebles; and G.M.R.S. - Corwin Moore. One of the resolutions passed at the convention was to commend the volunteers of Dallas County REACT for their hard work and hospitality. Other resolutions asked for improved C.B. receivers at reasonable prices, directed REACT International to take action to obtain frequencies for dedicated REACT purposes, approved a Junior REACT program if it were properly supervised, endorsed the recommendations on Public Safety Use of Personal Radio by the Personal Use Radio Advisory Committee (PURAC) formed by the FCC in April, 1976, requested that PURAC be continued, that licensing of personal radio users be continued indefinitely, and that REACT Councils cooperate with state officials in providing information and assistance about the NEAR Comprehensive Plan.

On October 10, 1977, Pat Gaines sent a letter to all Texas State REACT Council delegates inviting them to a Council meeting to be held on November 5, 1977 in Austin at the Ramada Inn on the west side of I35 at the Rundberg exit and giving them her new address and telephone number in Mission.

Officers elected at Abilene Christian University at the October 22, 1977 organizational meeting of Central West Texas Region 2 Council were Chm of the Board Jerry Jennison of San Angelo, President George Wooden of San Angelo, VP Norman Wilson of Ballinger, Treasurer H. R. Strickland of Abilene, Secretary June Wilson of Ballinger and Sgt.-at-Arms David M. Gill of Abilene.

In her letter to all Regional Councils dated November 17, 1977, Pat Gaines alerted the delegates to a proposed conference call planned for February 4, 1978 to vote on proposals introduced at the November 5 meeting.

On November 17, 1977 Pat Gaines wrote to Harold Steele of Brownwood REACT accepting their team's offer to host the June 3, 1978 meeting. She asked for details about the meeting place, places to stay with prices and reservation information and family activities available. Brownwood REACT President Curtis Butler responded with a map showing how to get to Lake Brownwood and the Texas 4-H Center, a floor plan of the Center showing the REACT meeting room, and the price of the Saturday Luncheon Buffet of $2.50 per plate and the Dinner Buffet at $3.75 per plate, both served at the meeting site. Swimming and lake-related activities were offered as well as nature trails. This meeting notice went out earlier than previous ones, giving delegates ample time to plan to attend the meeting. In the same mailing was enclosed an Outstanding Performance Certificate for Texas State REACT Council from REACT International signed by Executive Director Pete Kreer and Managing Director Gerald H. Reese for advancing the goals and principles of REACT International during REACT Month November, 1977.

Ballinger REACT changed their name to Runnels County REACT and received charter #3906. Orange County REACT got charter #3944. B-Town REACT received charter #3909. Metroplex REACT #2435 and Cowtown REACT Control #3110 voted to merge into one group called Fort Worth REACT Control with charter #2435. Possum Kingdom Lake REACT received Charter #3924.

The December Leadership Letter noted that the November - December REACTer was sent to team addresses , but the January - February REACTer would be sent to the home addresses of those members registered before January 1, 1978. As a further incentive to get the increased dues in (from $2 to $5 per member), International would enclose one free embroidered REACT emblem for each member registered before January 31, 1978 or 10% of the Team dues payment off an order for REACT materials. For the first time, a family membership was offered at $3. Teams were urged to get their Year End Monitoring Summary to International by January 15. The first ever Team Topics newsletter was enclosed with this mailing. Some of the improvements funded with this increase included a computerized membership list, rebate to State Councils of $.25 cents per member in their council area, increased Headquarters staff to improve response time and more team material available.
